Is it possible to give block feedback to a participant comparing performance with all participants in the database rather than just feedback on his or her own performance? I'd like to create a highest score or fastest time that each participant receives as part of the feedback but I am guessing that it isn't possible.

You are correct, it's not possible (there simply is no database). Feedback is thus limited to individual performance.
