One of my participants trying to access a study on Inquisit Web using Chrome on Windows, says that "When I click "Start," a file is downloaded (intuit.jnlp). This prompts an installation of Java to begin, but nothing happens after that point."
What is the problem here? Does the P not have Java installed, or is it that plugin has to be enabled, or perhaps it is something else all together?

As a follow up, the P is running Chrome on Windows 7. He says that he has the latest version of Java installed and enabled ... Yet, is still not able to access the experiment.

I don't believe that info is helpful. The P has already said that they have the latest version of Java installed and enabled. I provided him with the following links:

I also suggested the possibility that Chrome is blocking the plugin. He checked to make sure that the plugin is enabled.I provided him with this information: https://support.google.com/chrome/answer/142064?hl=en (see the 'Run or block plug-ins' section)
Apparently these did not solve the problem ...

I do not know what's wrong with your participant's specific Java setup then. The quickest workaround should be to select an alternative launch method (e.g. the web player) via the "Having trouble starting" links at the bottom of the launch page.
