I've heard one (1) other report that some people from Germany are unable to access the research.millisecond.com server. The server is up & reachable, though, as you can confirm for yourself via e.g. http://www.downforeveryoneorjustme.com/research.millisecond.com . I, myself, am also able to reach the server piping through a German exit.
Since your launch page is also in German (and thus likely accessed by German participants / from German networks), all of this suggests an issue with DNS or routing limited to some geographic region, i.e., an outage at some provider(s) or an internet exchange (looking at e.g. http://www.heise.de/netze/netzwerk-tools/imonitor-internet-stoerungen/aktuelle-internet-stoerungen-im-ueberblick/ , there are a couple that would qualify). It does not appear to be an issue with the millisecond.com server.
The problem will likely go away once the providers have resolved their issues. Hope this helps.
