Hello,
Is there a way to remotely download data files from a web-based study off of the Millisecond website (i.e., using an API or some other method)? I am unable to host my study on a different server so I am looking for a way to quickly access data files on Millisecond.

No, there currently isn't I'm afraid. If you needed automated access, you would indeed either have to host your own data upload service (which receives the files via HTTP POST; see bottom of https://www.millisecond.com/products/inquisit4/webhosting.aspx ) or instead save data files to an FTP server at your disposal.
