Hosting a custom launch page

I am trying to host a custom launch page on AWS S3. I am trying to follow this link:

"The control card will then allow you to download an HTML launch page to start the experiment."

When creating an experiment it doesn't give me the option to download the HTML launch page.

Does anyone know where I could get this custom launch page?

Go to the Summary step in your web experiment's settiings, click the Download Launch Page button at the bottom,
