Stupid question, but how do I copy files from a Windows PC onto the iOS app on iPad?

There is no Inquisit Lab equivalent under iOS at present. I.e., for the time being, to run scripts under iOS you need an Inquisit Web license. You need to upload your files to the web via your millisecond.com account and visit the experiment's launch page with your iOS device to run the experiment. Also see: https://www.millisecond.com/products/inquisit5/inquisitios.aspx
