Are you talking about two different machines running Win7 or a single one? It's not quite clear from your description. If the latter, this would indicate either an issue with the system's graphics card driver (find and install the latest available) or a missing codec. E.g. if it's a 64bit system, there may be a suitable 32bit codec available (hence things work in Inquisit 3, which only exists as a 32bit application), but no suitable 64bit codec (which may lead to failure in the 64bit Inquisit 4 build). In the event of a missing codec, you should see an error message to that effect.
