Just updated 4.0.7. Now, if the licensemanager is unreachable, the script won't run. In addition, the error is logged so we'll have a clue about the cause. 

Thanks for your help in troubleshooting this. Hopefully the remainder of your study will go more smoothly, but let us know if you continue to encounter this issue.

I think I've solved the mystery. Not too long ago we tightened up server security by disabling support for SSL 2 and SSL 3 for encrypted exchanges. The minimum protocol the server supports is TSL 1. Some machines (mostly XP) may not have support for TSL 1 enabled by default. If not, the license check would be rejected by the server and never logged. Data upload would also be rejected since is relies on HTTP as well. 

I'm not sure what's to be done about this beyond disabling the option to run when the registration check fails. Re-enabling SSL 3 makes me a little nervous.
