Is there a way to remove the highlight from a midpoint on a Likert scale (i.e., the blue outline around the midpoint numbers)?  Thanks.

No, not when using <likert> elements. If the highlighting is unacceptable for your particular paradigm, you can build a "custom" likert-type scale using standard <trial> elements:
