problem with running Inquisit web on chrome

One of my participants trying to access a study on Inquisit Web using Chrome on Windows, says that "When I click "Start," a file is downloaded (intuit.jnlp). This prompts an installation of Java to begin, but nothing happens after that point."

What is the problem here? Does the P not have Java installed, or is it that plugin has to be enabled, or perhaps it is something else all together?
