The error indicates that license verification fails. This can be due to a number of reasons:
#1: There is a firewall on the participant's computer or network that blocks traffic between the Inquisit runtime on the computer and the millisecond.com server.
#2: The participant is running a relatively old Windows version (e.g. XP) that does not have TLS 1.0 (at a minimum) enable by default. This is needed for secure communications between the Inquisit runtime on the computer and the millisecond.com server. It can be enabled via
Internet Options -> Advanced -> Security -> Check 'Use TLS 1.0'
